The removal of the white spacer is done to help improve the backfiring issue. I don't think I can remember a posting that suggested removing it might improve your power.
There are plenty of LS650 riders who have never taken the white spacer out - myself included.
There are other ways of modifying your riding style and especially throttle control to prevent backfiring.
Keep the rubber side down.
